Hiring an Indian domestic worker in Singapore
Singapore is not on India’s Emigration Check Required list, making this one of only two genuinely self-service fresh-hire routes.

The position
This is one of only two genuinely self-service fresh-hire routes in this guide.
India regulates outbound workers through the Ministry of External Affairs (MEA) via the eMigrate system and regional Protector of Emigrants (PoE) offices. The key point for you:
Singapore is not on India's Emigration Check Required (ECR) list.
The ECR list covers 18 notified destinations — the Gulf states plus Afghanistan, Indonesia, Malaysia, Thailand, Libya, Sudan, Syria, Lebanon, Iraq and others. Singapore is not among them. Singapore is treated as a destination with adequate legal protection and grievance redress.
Two consequences:
- A PoE emigration clearance sticker is generally not required for a Singapore-bound Indian domestic worker, whether or not her passport carries ECR status.
- India's ban on emigration clearance for women under 30 taking up domestic work abroad applies only to ECR destinations, so it does not bite for Singapore. MOM's own minimum of 23 still applies.

Verify this before you act. The ECR list is set by notification and can be amended. Confirm the current list on the MEA site or with the High Commission of India in Singapore before you rely on it.
What to check anyway
What you do
The whole of Part 3.2, yourself. There is no mandatory Indian sending agency for a Singapore-bound domestic worker and no compulsory embassy contract attestation equivalent to the Philippine or Sri Lankan process.
That said, if you want a contract attested by the High Commission of India for your own comfort or hers, ask them what they offer. It is not a MOM requirement.
