Hiring an Indonesian domestic worker in Singapore
Indonesian deployment must run through a licensed P3MI. Embassy performance bond, contract requirements, and the MOM process you complete yourself.
3B — Indonesia
The position
A fresh Indonesian helper cannot be deployed to Singapore without a licensed Indonesian sending agency.
Indonesia regulates overseas placement under Law No. 18 of 2017, administered by the migrant worker protection authority — reorganised in October 2024 as the Kementerian Pelindungan Pekerja Migran Indonesia (KP2MI), succeeding BP2MI. Deployment must be conducted through a licensed P3MI (Perusahaan Penempatan Pekerja Migran Indonesia) with oversight from the protection agency, lodged through the SISKOP2MI system.
A Singapore employer cannot lodge through SISKOP2MI personally. The e-PMI digital migrant worker ID is only issued through that process.
The Indonesian-side sequence
Typically 3–6 weeks depending on her province, and it happens without your direct involvement:
- She reports to her local Disnaker (manpower) office with her KTP, family card, birth certificate and education certificate
- PMI Online registration is submitted through the SISKOP2MI portal, uploading the Singapore IPA letter and a notarised employment contract
- Medical examination in Indonesia
- Pre-departure orientation
- e-PMI issued
- Departure
Most Indonesian helpers deployed to Singapore come through accredited training centres in West Java (Bandung, Sukabumi, Cianjur) and East Java (Malang, Ponorogo), where they complete pre-departure training in housework, eldercare and basic English.
Requirements set by the Indonesian Embassy, not by MOM
The Indonesian Embassy in Singapore applies its own conditions on top of MOM's:
- A performance bond, historically notified at S$6,000, payable to an Embassy-approved insurer. MOM has publicly confirmed this is not a Singapore government requirement and is separate from and additional to MOM's S$5,000 security bond. - A standard employment contract issued by the Embassy, which you sign
- An indicative minimum salary, applied through agency channels rather than at the airport, but which reputable agencies will not undercut
Amounts and rules here change without public notice. Confirm the current position directly with the Embassy before agreeing a salary or budgeting.

Pitfalls
